THE new voting system that will elect local councillors on Thursday has required a fair amount of explanation, involving a substantial marketing campaign.

In fact, it’s understood the editorial manager of the Alloa Advertiser, Kevin McRoberts, praised it as the “best explanation” of the new voting system he’d read.
