THE Chief Medical Officer, Dr Harry Burns, says: “The profile of health protection
has increased significantly in recent years with issues such as healthcare
associated infection, e-coli, bioterrorism and a possible flu pandemic constantly
being in the public eye.
“The quality of public protection from such hazards demands a ‘fit for purpose’
workforce educated and trained to the highest standards. I welcome the introduction
of this Framework which will go a long way to ensuring that all those involved in
health protection in Scotland receive the education and training support they
require.”
The consultation process included a wide range of sectors and individual
organisations including: Scottish Water; the police, prison, fire and ambulance
services; the Food Standards Agency: Scottish Environment Protection Agency as well
as local authorities and health boards.
Dr Martin Donaghy, medical director, Health Protection Scotland, says: “We were
asked by the Scottish Executive to promote the development of a competent and
confident workforce in health protection. This is essential to build capacity and to
meet current and future threats. It was clear that a coherent national framework was
essential to be able to achieve this and we received widespread support for the
initiative during the consultation process.”
The Framework addresses eight key areas for workforce education: the policy
context; education and training needs; generic topics; health protection topics; the
change process and service modernisation; supporting and developing staff and
services; monitoring quality and outcomes; and developing partnerships.
“NES’s remit is to develop educational solutions for workforce development and this
piece of work is an example of the multidisciplinary work we undertake in
partnership with other key stakeholders” added Liz Gillies, programme director,
Nursing, Midwifery and Allied Health Professions Directorate, NES.
The ‘Framework for workforce education development for health protection in
Scotland’ will be launched at 1pm on Tuesday, 6 June, 2006 at the Scottish

1. Health Protection Scotland (HPS) was established by the Scottish Executive as a
division of National Services Scotland to strengthen and co-ordinate health
protection services in Scotland.
HPS came into existence on 11 November 2004.
Health Protection Scotland took over the functions of the Scottish Centre for
Infection and Environmental Health (SCIEH).
