This document sets out a number of aims, priorities and actions to help ensure the continued growth and impact of the creative industries across Scotland.

The strategy is shared now in its draft form in order that we can take responses from a wide range of viewpoints before the final version of the survey is published at the end of January 2016.

Drawing on extensive consultation that has taken place over the past year through discussions with people working in the creative industries including our partners in Scotland’s Creative Industry Partnership (SCIP) the draft strategy defines a three-fold development and support role for Creative Scotland as an advocate, broker and as an investor, and aims to provide a clear and action-led plan for the sector, set in the context of the ambitions laid out in our 10-year Strategic Plan: Unlocking Potential, Embracing Ambition and Scotland’s Economic Strategy.

Clive Gillman, director of Creative Industries, Creative Scotland, said:

“The contribution made by the Creative Industries in Scotland is hugely significant, acting as a driver and a catalyst for creative endeavour across the wider economic, social and cultural landscape in every corner of the nation.

“We know that the sector in Scotland generates £3.7 billion GVA and employs over 71,000 people and as such is a vital part of Scotland’s economy.

“Creative Scotland is working with partners to grow stability and to enable sustainability for this sector at all scales through supporting the kinds of innovation, specialisation, localisation, learning and resilience that we need to help make Scotland’s economy work in the 21st century.

“Creative Scotland cannot deliver this work alone. There are many people and organisations across Scotland, the wider UK and internationally who deliver important work that helps generate the conditions and routes to market to support Scotland’s creative industries to thrive. We will work with Scotland’s Creative Industries Partnership to achieve this.

“Our draft Creative Industries Strategy is based on the following four cornerstones: investing together to grow sustainable creative businesses, innovating for the wider economy, inclusivity through people and place, and international positioning.

“Over the past few months, we’ve had the privilege of talking to hundreds of people who work across the creative industries and who through their enterprise create many of the wonderful things that make our lives rich and colourful.

“For this strategy to succeed, we need to ensure it’s tuned to meet as many of the needs of the 14,000+ businesses that we know are active in Scotland. I very much look forward to hearing what people have to say through this consultation.”

The deadline for public feedback is 5pm, Mon 16 Nov, 2015. The final strategy will be published at the end of January 2016.

This will be followed by the preparation of a detailed work plan setting out how Creative Scotland and its partners will work together to achieve the actions set out in the document.

  1. The online consultation is open from Friday 16 October to Monday 16 November, 2015. A summary of responses will be published but all responses will be treated in the strictest confidence and, in analysis and reporting, will not be attributed to any individual or organisation.
  1. The Creative Industries Strategy is the second of four sector strategies to be produced by Creative Scotland, with the Film Strategy having been published in October 2014, and Arts and International strategies to follow.
  1. The Consultation process so far: In 2014, Tom Fleming Creative Consultancy was appointed through an open tender process by Creative Scotland to undertake a study of the creative industries. Over 70 people from across the sector were consulted as part of this process. Creative Scotland’s director of Creative Industries used this study as the basis for further consultation with over 130 participants across creative businesses, public sector and strategic bodies. This took the form of meetings and a series of six workshops held across Scotland – Aberdeen, Dundee, Dumfries, Edinburgh, Glasgow and Inverness.
  1. Scotland’s Creative Industry Partnership (SCIP) comprises: Scottish Enterprise, Highlands and Islands Enterprise, Scottish Funding Council, Skills Development Scotland, Scottish Development International, Convention of Scottish Local Authorities (COSLA)/Business Gateway , Scottish Local Authorities Economic Development Group (SLAED), Voice of Chief Officers for Cultural, Community and Leisure Services in Scotland (VOCAL)

The Creative Industries Strategy represents the first outcome of the new role of Director of Creative Industries at Creative Scotland, a role which has been created with support from the Scottish Funding Council, representing the collaborative approach that lies at the heart of Scotland’s Creative Industries Partnership.
